Basement DC != Good Idea.
You're better off colocating, and it's really not that expensive. The issue with your own DC is addressing cooling, redundent power & the network. The investment you'll have to make to reseolve those issues is considerable.

Then again there's not reason you can't setup a http://diywebserver.com/ to just experiment, host a few personal/friends sites.
