This is true, and I know that I may not find exactly what I am looking for here, that's why any host willing to have a bash at this should feel free to try. I am asking for offers after all...

The only cards that must stay on the table are VPS with min 256MB (I've heard that cPanel doesn't even start to look good until you have 128MB, so I figure some headroom for everything else would be good), cPanel due to the billing I will be using and the price initially needs to be around US $30-$35 to get us started.

After that, just because you can't match it exactly means you just need to provide me with that reasonable upgrade path I was talking about. I really don't want miracles, just some options for the future.

When you went out and bought the dedicated package this VPS might be sitting on I'm sure you probably did the exact same thing I'm doing now, and if you didn't do it the first time, you've probably done it since.
