Not only will you develop a strong relationship, if you do a good job, they might come to you for additional services and maintenance of their website, which might be your secondary income.
At the end of the day, word of mouth is going to be your best sales driver. But in order to get there, you need to hustle. Why not re-target your Facebook ads to your immediate local market with that kind of promotion/promise and see how it does. Although I don't have much confidence in Facebook at all when it comes to web hosting sales.
