It could be much lower, and I suspect the average will actually be much lower as time goes on and more hosts add their info.

I believe Art is simply focusing on the readily available hard numbers. Projected, or underlying, or even actual service levels, cannot be assigned numbers easily (or at all). Also, trouble is that not eveything is countable.
