Bandwidth would be most important, in my opinion, for a proxy, I don't know, but I would suggest something along these lines.

CPU 1.8-2.4 Ghz
RAM 512MG-1GB
Bandwidth 400-1000GB

(I would start with a VPS First, and upgrade if needed.)
