Never heard of them, so cant comment directly, but their IP range doenst seem to be announced by anyone but L3 and you cant route to it

And no, L3 will talk to their client (if saidhost was a direct L3 client) not to clients of the client - standard procedure.
Said's direct upstream seems to be TelCove - maybe contact them might help ?
