I'm surprised nobody has mentioned 1st page 2006 from evrsoft. It's basically a free, scaled down version of dreamweaver. It's got a good number of features, but it's still fast, faster than dreamweaver in my case.

As far as text editors go, I've been using Editpad Lite for about 2 years on Windows. It's freeware, and a completely portable application.
