Thats a great suggestion! There are a tun of host that now offer ClientExec for free or for a low fee. I currently am using ClientExec and have no issues with it.

I agree with the others when they say if you can't afford a billing script, than you might want to go over your business plan again... billing is one of the most important aspects of any hosting company. You gotta bill your clients if you want to get paid!
