IIS 7 is the main reason for that
. The developers were very impressed about the performance and capabilities of IIS 7 over IIS 6 and as such, they re-focused their efforts away from a product for Microsoft Windows Server(R) 2003 to Microsoft Windows Server(R) 2008.
