I have little differnce of opinion in this " Cold country DC" i dont think outside temparature have something to do with the heating processor and power usage.

The power usage is because of the designed power intake for working, it may be processor, hard disk anything nothing to do with heating.

MAy be a percentage of AC power may be reduced but not to a huge amount
