Parameters were defined in the first post. We are looking for quality contribution, not quantity and no fluff. We are looking at the
depth, insightfulness and knowledge a member shows. Previous winner can be used as perfect example that fits this criteria.

There is a difference between these answers:
Advice 1
Advice 2
Advice 3
and
Advice 4
As far as who gets to decide? I personally select the winner. Primarily for the reason of saving time for everyone, as all our team members, as well as myself dedicate themselves mostly on day-to-day issues and development projects.

User nomination/voting usually results in popularity contests, and that's not what this particular contest is about.
Using a third party would just be a little too much. This is not a lottery, but a value-added service that is designed to compliment community experience - not serve as sole purpose for being here. Finally, it is supposed to be just fun.
