Its to create a welcome email for customers by entering some information, very useful I think if you dont have a welcome email created yourself!

Yes I see it at WHT/HHO I know I see it some place.

And where can I download this script?

Wll if you search on WHT you will see that there is another script similar to this one where you could download it and customize it to your benefits. Do let us know if you do begin customizing it
