It depends on what kind of a billing system you are looking for and what kind of site you want to start. PayPal can be a billing system.

What do you mean by billing system? Are you selling something that would require rebilling overtime or is it one-time purchases? Or do you mean you are looking for a shopping cart for your website?

Paypal is not free, but it is well-known and buyer-safe. I have recently been looking at different billing systems and have decided to stick with this one because of it's status as an industry standard.

PayPal is who I first thought of as well. It depends on what exactly you're looking for, but they're a fairly simple setup and a lot of people are familiar with them. Unless they've changed recently, there's not an 'upfront' cost, but they do take fees out of payments you receive.

Yup, I recommend PHPCoin. You need to take sometimes to learn it though. Beginners may have lots of trouble getting around. But the best free billing system for hosting. It works so well.

Phpcoin is good, and yes its free

I would recommend a using a paid billing system. If your real serious about starting a business then you know it takes some money to make money. So far I haven't heard anything real great about free options.

Yea and its not going to be fun once the business is growing and you have no way to charge for monthly clients. Could you imagine a list on pen and paper with clients and their due dates?

I do my billing with Paypal and I am just starting out. No it isn't free but I know it works and I know how it works. I really don't have time to mess with something else right now. I'm still learning the ropes on so many levels simpler for me is better.
