Did you check out their billing policy? Many providers mention in their billing policy that your card will be charged if there is a due invoice as long as you do not cancel the hosting account with them or the contract expires.
It sounds like they've received no service yet though. Since this is colocation service you would expect the provider to at least be contacting the customer to discuss when they should expect to set things up. You should never get billed 8 times without any contact from the host, especially when the customer is actively trying to get ahold of them.
