I am totally agree with CheckMySite and Pingdom, I have encored many downtime of Twitter and I think that this is totally unacceptable from a service like Twitter. I have never encored this problem on Facebook, and I just read today on facebook that Facebook has just reached 350 million users and will soon be making some changes to serve their growing community. So imagine the difference. From my point of view Twitter will be a victim of his own success.
