Does anyone know of a knowledge base import for Client Exec. It has a nice knowledge base component but I can't take the time to populate it with data.

Copy and paste only I believe. Don't worry, I can feel your pain, when we moved from WHMCS to Kayako I had to import over 400 articles and manually spell check and prrof read each article.
