What do you think of euroVPS and Active 24?

I think he is looking for IP transit providers (ie. backbone) not hosting providers.

Level3 we've been very happy with.

PCCW works for Europe

We find level3 to be pretty good for Europe.

We found Telia and Tiscali are both pretty good for Europe (from a UK perspective) but also very good to USA (especially Tiscali) as such I'd recommend Tiscali and you can get it at pretty decent prices and I can't fault it when we used it (depeered due to moving to a datacentre they're not present in)

TelecityGroup doesn´t provide bandwidth itself.

Best in germany would be DTAG (Deutsche Telekomm) and direkt peering with Decix.

We use Linx and Level3 as the main carriers, both are good.
