I am not sure what can really be discussed.

A registrar registers domains.
A web hosting provider offers hosting services.

Or did you have something specific on your mind, like what's a better hosting option?

Maybe (s)he means the difference between a certified registrar and a domain reseller (via a web hosting site)...?

Registrar who registers your domain & web host who provides hosting service.

Major difference is that site related issue which are concerned with server are solved by your web host.

That is true. Now most of the web hosts provide domain registration facility. In some cases you can get free registration for first year.
