Can anyone please explain the paper ICANN plays in the domain role,I need to know first in order to know if it is convenient to resell domains too

What do you mean by saying "reselling domains"? Do you mean to become ICANN accredited registrar or just to get an account with any of the organization's accredited registrars. If it is the second one, then you'd better read the TOS of the registrar you are about to use.

Dont mean becoming registrar,I mean if ICANN is an organization that somehow assists registrars and registrar's clients ye like a mediator that makes all the domain game more legal

We all know ICANN and its role, but I really think that it would be hard to explain everything here. Why don;t you go to their website, read the papers and post any specific questions? This would help everyone to learn something.
