Redemption fee can not be set by the ICANN because it is kinda late fee because a domain goes in redemption after 30 days of expiry. Obviously people face such problems due to not paying attention to the renewal messages. And every organization have its own late fees.

Domain name redemptions tend to pass through several hands before you get the price you are charged. I cann Does charge a Fee for redemptions. Its around 40.00 from them. Then the company that registered it charges on top of that. and if you purchased it from a reseller they charge more on top of that.
Heres an example from what Ive seen
Icann = 40.00
Registrar = +40.00
Reseller = +80.00
Total now is 160.00
Thats from one company I worked with. I cann does not regulate the charges for a redemption they charge 40.00 and leave it up to the selling company to charge anything past that. Its horrible I know but thats how it goes now.
