Plesk I think is one of the easiest to use with windows, however the most popular options seem to be Linux based

I voted Plesk but even that - plesk is buggy - there is no real leader in windows control panel like cpanel is to linux

Plesk is good control panel for windows but I think Dotnetpanel comes with more features.

Pleask & Enkompass get my vote. Helm has to be the worst panel I've used in my life to be honest.

We use Plesk for our windows machines.
