I had never encountered Plesk until recently, but have now come across it offered as an option for hosting admin. I haven't worked with it-why would a person choose it over cPanel? Does it have different features, and are there any fans of it here?
Some people select it because it can be cheaper then cPanel. There are some neat features that you don't get with cPanel. In a nutshell it does the same. I hope I was helpful.

I always use Plesk as a reseller on Linux because I found withWHM/Cpanel that to set up each domains databases & email forwarding you had to log into a seperate control panel per domain once the domain have been set-up in WHM.
In Plesk everything can be done in one control panel. When you're moving say 20 websites to a new host little things like that can make a huge difference.
Plesk is nice, it has a nice interface. However, it leaves much to be desired on the Linux end. The same features have been forced down our throats for the last few years and Parallels refuses to introduce any new feature due to "architectural changes..."
We all know that software development will require some architectural changes from time to time. Unfortunately they don't want to commit.
Plesk does allow you to use some remote services (e.g. database), so that does make it more attractive to the system admin that wants to setup the traditional environment, which is to keep things on their own dedicated servers, not cram it all into one machine... after all, we're no longer in a shortage of server hardware, etc.
cPanel doesn't go with Windows servers? I ask because I just had someone talk to me about hosting that they claimed was on a Windows server and had cPanel but the way it's said above, cPanel is for Linux/Unix?
