How does one become a moderator? I mean, I know I could be one, but what are the qualifications and limits of being a moderator?

well first of all i think u have to bribe the administartor here offer his something off ur ebay site for free than u get moderator post or u can just ask the admin for an application form if there is one and u fill it in and fax it back to the admin.
If ur lucky ur name will be drawn from the hat and u will get the moderator job. But its a boring job if i were u u should go for ADmin post only so look for an admin post here. i wonder when such a post be free here.
