Not in particular, but I think either "Billing and Accounting" or "Web Hosting Business and Legal Issues" should both be suitable. If fraud has to do with billing, then Billing and Accounting forum would be a good forum to post in.

FRAUD online is bigger then most people think........it needs its own section so other companys can be on the look out faster

I'm not a big fan of this idea.

Although it has some merit there are too many kiddies out there who use a forum like this to make false claims against a competitor or schoolmate that they have some sort of grudge against.

Unless the information is verifiable I don't see a benefit.

I agree with Blue on this one.

While the idea in general is a great one, as Blue said, if the information cannot be verified, it opens the door for an unbelievable amount of abuse.

We already see it when people post reviews of hosts, which turns out to be good reviews they're posting about their own company, and bad reviews against their competitors.

I think it would help to give host providers a way to post info on "fake" orders they're getting, like IP Address they ordered from and email address they use. I've seen more and more frauds from paypal. Too many "idiots" clicking on the spam email thought from paypal.

Hosts nowadays have to be more cautious, but that in return, causes some delays in processing "real" orders.
