For example, to advertise a host site, would targeted be advertising on webmaster sites etc?

Yes, your targeting would need to fall into one of the available categories.

There's no "hosting" category, because host's usually don't have advertising on their websites. So you may want to use one of the other targeted categories, such as business or webmasters.
