I have a brand new hosting directory at http://www.goodhostingcompanies.com/
The directory uses static URL's, so all pages of it will have PR after the next update (just added categories yesterday, that's why they aren't indexed yet), and you will get a direct link so PR will be passed to your site. A reciprocal link is not required but is appreciated. The links will be ordered by the amount of hits they get, so if you don't link back then your link will be at the bottom, and the directory will have PR after the next update (and the homepage is indexed already) so a recip will not hurt you.
