I looked at your site and I didn't see:

In fact I don't see much of anything.

Where are the "special offers" or "reviews"?

Also, for future reference, I think you can post your site without the huge text and bold red and be a little more effective.
It's already in an advertising forum so I don't think you need gimmicks to make people think it's a great deal.

Hi, i have/am creating/created a blacklist which will soon be up for everyone to see. The blacklist is a list of hosts which you should not use as they are scammers/frauds..etc. We will also be blocking links to be advertised that are in our blacklist.


Where are the "special offers" or "reviews"?

Special Offers can/will be posted by hosting providers in any "Offers" board that is related to his post, they can be like 50% off to the first 10 people..etc.

Reviews are comments, critism and how good or bad a host has treated the customer that is writing the review.
 
How are you going to determine which hosts are "scammers" or "frauds"?
What controls do you have in place?
How is the blacklist going to be compiled and who will research the validity of the complaints?
Will there be some sort of verification for reviews?
 
Yes we will do some research on fraud/scamming hosts and add them to the blacklist.

We will also looking on people's reviews, if more than one person posts a bad review on a host, we will look more into it, it will also depend on what the bad review is on about, e.g. if more than one person said that they didnt get what they paid for then we will do some more research on that host before we blacklist them.
 
So if I understand this correctly, you will say what host is a fraud/scam based on your opinion and self-made research.

How can it then be credible?
What is the exact process that you will take each host through?
How will you verify claims/reviews posted by users?
How will you protect against shill reviews?
How will you tell the difference since most reviews are of negative nature?
What if users post negative reviews of the host you are hosting with? Or the one of your advertising client?

What is the exact process that you will take each host through?
Please read this scenario: "ExampleHost has been reviewed by two of our members and both reviews were bad and both were related to not getting what they are paying for."

1. Contact the Host about the reviews and if they are true. If they agree skip to no.5.
2. If the host disagree's, we will try and ask the person who wrote the review (both of them) to give us proof that they have paid them and emails sent by the host if sent.
3. If it is true and we have enough proof, we will help them get their money back by requesting a claim to the payment method (e.g. if they used paypal, they have to claim their money).
4. Once (hopefully) they get their money back, we will inform the host that they have been blacklisted at *************.
5. (Wont be Likely) but we will ask for reasons why, and if the reason is related to the customer breaking the Terms of Service/Terms of Conditions of the host, we will ask which part of the TOC/TOS, with that we will inform the people who wrote the bad reviews about why if the host has given a reason to them. I will then remove the bad review and say "This is the NAMEHERE fault, they have failed to read the TOC/TOS".

All these questions has given me an idea to either:-
1. Reviews have to be confirmed by me before they are posted.
2. The user/poster must have more than ** posts to write a review.

I hope that by doing one or both of these, it will give more security for hosts to not get bad reviews by idiots, flamers...etc.

PS, We can only take action when a member has fallen into a scam/fraud with one of the hosts that HAS BEEN ADVERTISED AT OUR SITE.

What I was trying to tell you is that your single decision in saying who is a bad host or who is a good host is not enough to trust it.

What if the event is true, but the host disagrees, and the reviewer cannot present enough evidence?

3. If it is true and we have enough proof, we will help them get their money back by requesting a claim to the payment method (e.g. if they used paypal, they have to claim their money).

I lost you here. How and what right will you possess to intervene and request a refund? Who will deal with that kind of liability? Even the Better Business Bureau does not have enough muscle to make hosts refund money. So how will you do this?
Also, since you talk about this publicly, what hosting company will ever refund the user just because you asked them to, especially if they know they will be blacklisted shortly after??

All these questions has given me an idea to either:-
1. Reviews have to be confirmed by me before they are posted.

Just because a user has an X amount of posts or just because you approve them before posting does not make those posts trustworthy.
Not only it would be hard to make a difference between a legitimate review versus fake one, no user would want to first earn their right to leave a review by making a X amount of posts first. All they want is to leave a review.

What if one user posts an excellent review and a second user posts a lousy review.
How will you differentiate?

Will you verify all positive reviews?
For instance, I know of a host who uses a particular ratings site to send his clients to with numerous bogus positive reviews and actually rewards them for these reviews.
How will you know that this is not occurring and be able to guarantee "No Scams/Frauds"?
