I'm looking for advertisement tracking software to track click-thru rates and ROI for banner ads, text ads. I've searched the forum extensively and haven't come up with any viable options short of idevaffiliate.

What are my options for different tracking software besides google analytics that would track sales made from referring link through the order form?

If you use WHMCS you can use the link tracking feature in your admin area. For example, I use the link tracking feature to make a link to use on my Google ads.

When I get a signup from a Google ad, it will let me know in WHMCS because the link being tracked is only used for that one particular Google ad. It will let you know how many clicks and your conversions/conversion rate.

You can use the affiliates feature built into WHMCS, or iDevAffiliate.

For pure ad management then I have heard good things about OpenX, there is an open source edition to get started.
