On all newly created accounts, a blank page is displayed. We don't advertise for free on newly created accounts - I understand some people would say "Why not? It's a new account and I'm sure the client wouldn't mind." ... well even so, I wouldn't expect that from a company of a stature such as Dell or Compaq, maybe that of Bobs Scratch & Sniff Clinic though.
Obviously there will be many different views on this topic, however that is my personal view on the topic. If I were the client, I would certainly not be pleased if a company did that to my account - as it would show me what the company was really like.
It, however, really depends on the company in question of and their reputation. For example, if Savile Row were to go into the hosting business (they probably wouldn't, however I'm sure that everyone knows the prestige of Savile Row), they certainly wouldn't do something like that.
Many companies do - and I am personally against it due to certain reasons, however each person to their own of course. Some companies do advertise on newly created accounts, while others don't. It simply depends on the company and certain aspects of the company; otherwise, it's really your choice whether you do it or not.
