I am currently using Client Exec. It seems to have all the features that I currently need. I have not seen ModernBill to date.

I let customers pay monthly, quaterly, semi-annually and annually.

Seems to work out nicely.

We bill on the date when customer signed up, it's much easier for them. Sometimes customers get confused because of prorate billing.
