Can you be more specific, what are your preferences in tems of disc space, traffic, types of panels, datacenter location? If you just say cheap, I understand he may be very very cheap, that's free?

Yes, please state your requirement. What do you mean by cheap? Some peoples said $6,7 per month are cheap. But my advice, don't go free hosting if you need great uptime, reliable hosting.

I don't think all paid hosting has great uptime, and for some non-critical mission projects free hosting may be the best choice.

Yes it true sometimes free hosting has more great uptime compare with paid hosting but free hosting with no banner, I'm afraid the hosting will suddently dispear.

While that is possibly true, it will nearly always have better up time than free hosting, simply as they probably have more to spend. The really big free hosters have good up time (by the large ones I mean bravehost.net and freewebs.com etc.), but they usually have by far the most restrictive packages and are aimed at very amateur designers.

If you meant cheap rather than free, it depends on what you want, so you'll have to be more specific.

I had a little look, and this one looked quite good (http://www.xwebhosting.org) - it really depends on just how cheap you want it, though.
