I was looking at a paypal help section a few days ago when I noticed something...one of their screenshots was showing an account, and it showed something that seemed like interest % for the account.

Does paypal offer interest for their accounts?

I think a lot of people take money out of their account so they don't lose the interest. That was the first time I knew anything about it...maybe I got it wrong though.

no, your money in paypal doesn't get any interest... the percentages are fee for you accepting payment using paypal. You can see the list here.
