When creating a site, do you use a ready made portal/CMS/forum or do you start a site from the ground up?

I tend to use 3 or 4 different options.
This site uses vBulletin, vBadvanced, PHPAdsNew and will include some custom software soon.

My other sites I tend to use Joomla or SoopPortal.

What do you guys use?

tend to hand code / design & integrate scripts as needed.

I used to hand code, now I'm getting my head round Joomla, I find that this is a good option when the site needs to be managed by a non technical person.

I still hand code a lot of things though depending on the requirement of the site.
