I transfered my domain to them...And they help me to redesign the website for only $499. I think It is good deal for me compare to what I have before.

Most of the time this is done by big companies which have many clients constantly coming in. Most of them don't care as long as it looks cheap. I would suggest looking into smaller companies, you will be more lucky getting real monthly fees first thing on their website than the lowest monthly fee if paid by X years in advance.

Yeah generally if you pay yearly you will get a big discount. Most companies offer both monthly and yearly payments.

Alrighty, now that we've outed the naughty person...

I'm not particularly aiming for "cheap" or "budget" options, but I don't need to pay $30/month for what I'm doing either. I have little traffic on the blog that will be attached to the .com so its not like I need huge bandwith or resources. Seems like I may need to try out a budget site for a month to get a handle on it then upgrade to a better known one if I haven't found I like the cheaper options.

I think the reason some budget hosts allow only annual payments is to minimize the hit from the payment processor for transaction fees. On a percentage basis, it's a smaller hit if you pay for a year.

Still, many companies do allow monthly payment, perhaps at less of a discount, even in the <$10 range.
