If you have WHM access then just log into the WHM,
go to the "Features manager" Edit your "disable" features list
Uncheck "Frontpage" and then save the list. Thats all. Hope this will help you.
you had open file with frontpage because when any file created via frontpage there is automatically made mata like this <meta name="GENERATOR" CONTENT="Microsoft FrontPage 6.0">
<meta name="ProgId" CONTENT="FrontPage.Editor.Document">
remove it and try it again.
You should be able the disable the FrontPage extensions from your website control panel. If there was an option to enable it then there will be an option to disable it as well.

This is a good idea in general - frontpage extensions have a security vulnerability
