To register a domain name in AU (Australia) you must be a registered business in Australia? why is this ?

You can always register: .auz.net This is for Australian and foreign companies, organisations and individuals.

Are you referring to .au domains? As long as I can remember only the Chinese domain .cn have such restrictions.
