I need a dedicated server with these specs, or very similar.

2x AMD Opteron Barcelonas (Option to Upgrade to 4 Processors is necessary!)
1TB in Space (More is acceptable)
100mbit dedicated UNSHARED
4GB - 32GB of RAM
Operating System can be Windows 2003 Server (Enterprise or Standard), Windows 2008 Server Datacenter (I own my own copy), or a Linux based OS, preferably Ubuntu Server. 64 Bit Operating Systems ONLY!
Apache 2.2.x
MySQL 5.1.x
FTP Program; preferably FileZilla's FTP Server.
2TB of Bandwidth or higher. Traffic will be extremely high.

I'm flexible with my prices. $50 USD - $800USD. I will be hosting large files, between 50mb and 5GB files, in various formats.

the 50$ can be ignored lol your looking at $200-$800

Also, may I ask why you need 1TB of space? and 4GB-32GB of ram?

What sort of files are you planning on hosting?

Doesn't that bracket sound a bit too wide.
Maby you need to narrow it down a bit,I Think.
and just for the record,I think your not going to get those sort of specs for 50$
