I personally am stuck on phpBB, but v3 is still a little buggy for me.

I like many of the MODs already written for phpBB, but then I am also fond of SMF and vBulletin.

I need something versatile that can handle many modifications, specifically events and features that can be cross-referenced.

For instance, I would like to be able to mesh something like the ADR MOD of phpBB fame with an arcade section so that users can use experience points to play games for more experience points.

That's just an example, and I know how to code it in phpBB.

What I'm really looking for is advice on the best options available.

I would rather not build from scratch and would like to start off with something like a basic open source code, like phpBB.

It can even cost something, it just needs to be powerful, versatile and reliable.

Vbulletin has many mods(like the arcade and the reputation&money mod) and styles. And it has many options. Also, you can try IPB.
But i still like the open source ones, like phpBB or SMF. PhpBB doesn't have many mods right now since it changed version, but you can try.
