Ad management script that will be replacing phpadsnew.

The developers from phpadsnew will be working on this new script and updates are set to be released at least monthly.
PHPAdsNew was abandoned for some time now but this will be continuing with the same code.

This is the third time phpads has changed it's name after no development for a while then restarting under a new name....maybe this time it will stay with Max

Let's hope it does
