You can join W3school. this is the best tutorial site its free and easy to used.

You could download the free HTML Editor like Alleycode. You need to learn HTML if you don't know it already. There is a link in the help section to w3schools.com that gives you a good course in HTML for free.

To save time you could find a free web template online and modify it with the skills you learn from these two sources.
