Don't understand your question - when you're designing a website, you need to keep these in mind. The site should be built for your visitors, optimized for the search engines and monetized.

SEM is seach engine marketing.
SEF is search engine friendly.

All of these terms relate to managing a website.

Suppose you want to develop a website. You have to maintain following steps

1. Website Design
2. Ready your website content
3. Develop your site with database, server scripting and client side language
4. Ready your web server
5. Network security configuration.
