Looks like pretty standard blog software.
You could do the same thing with Wordpress or Moveable Type.

WP 2.0 Im pretty sure (WordPress 2.0) Looks to be the best script for your soloution, Like the other people have said, its a basic blog script.. It is also open source, so it is free, now adays most blogs are wordpress.

You can use a Wordpress blog and install a plugin called AdSense Sharing Revenue and Earnings System. You can visit the site to get it here.

This may prove to be an effective way to attract writers and posters to a blog, and thus help in buildinig a new site. The site does have a little bit of page rank.
