Whats new :

- admin area :
added full interface to province/state list (add, delete, edit)
added listing position field , so United States can be at top of the list

(paypal is setup as reccuring transaction)
- signup script :
state/province now can be choosed from the list
(previosly as text input field)
javascript is change province list after country choosed.
