Yep , it's for free for the license holders , so if you don't have a license you will not be able to get one , also , each license holder must only have one account , so you can see how much you must pay for every license to be able to get multiple accounts .

that's the point , you save the license price if you just want the enom reseller account and don't want the Modern Bill license itself .

humm i dont have modernbill and i still have on of their FREE enom resellers... how is that possible???
