I think that there can be 3 things, either port 3000 is blocked by your ISP or it's blocked on your laptop for incoming connections. The matter is that when you working with your local Network, your local firewall (on your laptop) allows connections from the sub network you connected, but when you try to connect it through WorlWideWeb your firewall is blocking it. So I advise you to check your local PC firewall settings and contact your local ISP regarding this question.

And the 3rd thing is that it can be disabled in your webrick server settings for outcoming connections.

I think that you need to buy stable web hosting for your website.

http://fastnext.com/clustered_hosting.html for exapmle But I advise you to look at another hosts also

Just try to turn off the firewall for a few hours or even more. And then check one more time.

it's up to you. You can disable the firewall for meanwhile in order to see if the problem is with it.

i believe default is port 80, if your friend tries to just put the ip without the port, it could work, no guarantee though
