I agree as some hosts wont refund any payments in error as this is not a error on the hosts side.
A few years back we would do this. we had 1 client who cancelled a £200 hosting plan. 3 weeks later £200 ended in our PP account ( he never cancelled is subscription), but rather than contact us about this he opened a PP dispute, which initially PP took the money from our account. we then gave PP a copy of our TOS which stated it is upto a client to cancel a subscription if they leave us, we also gave PP a copy of the automated cancellation confirmation email which stated that any subscriptions with PP etc. need to also be cancelled as we will not refund any paid in error. PP then gave us the money, but from their own funds, so in essence PP paid us the £200 while the ex client would have also got their £200 back, so how does this teach people to follow the correct processes.
If the client had contacted us then i would have happily refunded them, but why should i when they went direct to PP which affects our account with PP for something of their doing.
