Well I think everyone needs a host that offers 100% uptime. No one really likes any kind of downtime for their servers/websites. I remember working on servers 10 years back, when downtime was a concern for hosting industry. With innovations like cloud technology and many other innovations, uptime guaranteed is usually 100%.

Uptime is the amount of time that a server has stayed up and running. This is usually listed as a percentage, like "99.9% uptime." Uptime is a great measure of how good a Web hosting provider is at keeping their systems up and running. If a hosting provider has a high uptime percentage, then that means that their servers stay up and running and so any site you host with them should stay up and running too.

Downtime is the period or time when is a server is unavailable or offline. Downtime also referred as outage duration is the time period when the system fails to provide or achieve its primary function. During downtime websites that are hosted on the specific server will be unavailable and offline

As per my experience Webhosting UK provides web hosting services with 99.9% Uptime Guarantee.

Many web hosts offer an 99.9% uptime averagely and this is equal to 8 hours and 45 minutes downtime per year which is quite high. This can be reduced only when web hosts start offering an uptime of 99.99%.

Till you get 99.99% of up time you are fine with it.
Almost all the good hosts give this uptime guarantee.

For the most part you are going to want 100% uptime. That being said, you want to make sure that your hosting provider is updating the servers to ensure you continue to have a stable and secure environment.
We provide 99.9% up-time due to periodic server restarts when configurations have been changed.

Adding to this is, any rare network downtimes that may occour from the network providers. I understand most reliable hosting companies will usually mention 99.9% uptime guarantee but happen to provide more than the guaranteed %.
