If you are looking solutions in multiple locations then investing on hardware is not advisable. The best option would be to rope in the provider who offer DDOS protected servers.

CSF is the best insystem firewall to mitigate DDOS

CSF offers good software protection, but with DDOS attacks becoming as large as they are, software protection will fail.

Hardware protection will offer the best protection, but at a pretty penny.
 
Always hardware protection. Software always fails eventually, especially if its a large attack. Because our network has it built in, we offer ddos protection with all our servers.
 
I will consider ACL on Cisco or you can check Juniper routers. There are also flagships hardware, which provide DDoS protection at upstream.
