How long

Today I thought I would test out running my internal network server online, Can you please tell me how long it takes to load http://195.137.38.200/

The same here, only I get the message in some 10 seconds.

Not even a request to a ping. If you're going through a router or some type of hardware like that, make sure that you opened the port(s) (sounds obvious but it's easy to forget).

Same here.

You might also want to consider editing your firewall options (if infact you have a firewall operating), as this could be interfering with the network.
