IP addresses, netblock owner

Well ok, I figured this much out last few hours, any street savvy anyone care to cough up and add in?

- What is a "netblock" ?

A netblock is a range of IP addresses. ISP's must be assigned addresses in blocks, and the larger the block that can be assigned to someone the better because that makes for less entries in the Internet routing tables for information on how to get to those addresses.

- What can I learn from who owns the netblock?

ARIN owns all netblocks but assigns them to organizations. Here's their page: http://www.arin.net
and here's their search page so you can look up who a netblock was assigned to, just type in any IP address: http://ws.arin.net/cgi-bin/whois.pl

Is the netblock related to the backbone, to the physical owner of the server, to the real user of the server or something else?

Typically a netblock will be assigned to the backbone provider and then delegated to the ISP. Larger ISP's get their own netblock directly from ARIN and then contract with one or more backbone providers to 'advertise' that ISP's netblock as reachable through them.

Maevus what was the main reason of your survey here?

Checking feasibility of launching my own concerns with deep roots and building my understanding of the static IP process, however I found an excellent 1664 page book on the subject and am reading it.

But since I have also learned that I cannot lock onto the backbone via Comcast Ethernet because one, it is not yet available in my state and two, I also see the start-up costs ranging into the low thousands.

At some point I will consider it again.
